The Town Clerk performs a variety of highly responsible organizational, administrative, financial and record maintenance. The Clerk is responsible for attending all meetings of the Town Board to maintain an official record of the proceedings. The Clerk is also responsible for providing fiscal and other services affecting all Town agencies. The position of Clerk collects town taxes: issues water and sewer bills; collects water and sewer receipts; issues hunting, dog, marriage and other NY State required licenses; and many more tasks which are statutorily defined. She also serves as the Registrar for the Town of De Kalb. |
Forms & Applications
Applications for Birth, Death, and Marriage Records, can be obtained by printing the application, completing all sections required, and returning it to the De Kalb Town Clerk. Each application must be received with a check or money in the amount of $10 for each certified copy or transcript requested. A copy of picture ID of the applicant must also be received with each application.
Request will be accepted by mail if applications are complete and accompanied with correct payment and identification. Credit/Debit card payments are not accepted. Application for One-day Marriage Officiant License can be obtained by printing the application and presenting to the clerk. It must be filed in the same clerk's office that the marriage license was issued. The one-day marriage officiant license is only applicable for the couple listed. Do you have a best friend who needs to be licensed? It is easy to do. Either bring a current copy of their Rabies Vaccination and Spay/Neutered Certificate (if you have one), to the town clerk's office. Spayed and neutered dogs are $5 and unspayed and un-neutered dogs are $10.50. The license is good for one year. One tag is given to each dog licensed and a paper renewal is completed each year. New licenses and renewals can be completed by mailing documents along with a check made out to the Town of De Kalb. Just mail check and necessary document(s) to the clerk.

Tax Information
The Town of De Kalb accepts cash, check, or money orders as payment for taxes. Tax payments will be collected during regular office hours. Taxes are only payable to the Town of De Kalb through June 2nd, 2025. In person payments must be submitted before end of office hours on the 2nd of June. Do not place payments in the drop box after 12:30 pm 6/2/25. They will be returned. After this date, payments are submitted to the St. Lawrence County Treasurer's Office. You must call their office for the payment amount due at 315-379-2234.
Full tax payments only can be done online by going to TaxLookup. net, click on St Lawrence County. To make payment, click on Lookup Current Taxes At Local Collector, click on Dekalb, enter information in one of the search boxes, last name or bill number is easiest. When the next page opens, you will see the tax amount due in red, under this will be the Proceed to Payment button. Click on proceed to payment and follow the prompts. There is a fee for the transaction processed online.
